Declaration of Operational Service for the Purposes of the Veterans’ Support Act 2014
In accordance with section 9 of the Veterans’ Support Act 2014 (“Act”), I hereby give the following notice.

Notice
I declare service:
at the New Zealand Embassy, Moscow, in the Union of Soviet Socialist Republics (USSR), later known as the Russian Federation, between 1 August 1978 and 31 July 1992, to be operational service for the purposes of the Act.
This declaration covers:
New Zealand Armed Forces and New Zealand Defence Force personnel seconded to the Ministry of Foreign Affairs, or the Ministry of External Relations and Trade at the New Zealand Embassy in Moscow between 1 August 1978 and 31 July 1992.
The persons covered by this declaration shall have access to the entitlements and services specified in the Act and the Veterans’ Support Regulations 2014.
I am satisfied, as required by the Act, that there was a significant risk of harm to those who undertook this service.
Dated this 25th day of March 2018.

TAMAKI – Questions

Some of you will remember the formation of the Royal New Zealand Naval College TAMAKI.  It is understood that trainees were posted to the College for their Basic Branch training after completing their Basic Common Training.  A cap talley was struck RNZNC TAMAKI for this entity.  This possible happended in the early 2o00.

Three questions –

1 When was RNZNC TAMAKI formed?

2. When did RNZNC TAMAKI cease?

3. When was HMNZS TAMAKI decommissioned?

The next Anngual General Meeting for the RNZN Communicators Assn will be held at the Birkenhead RSA on 29 September 2018 commencing at 1100.  Items for the Agenda or remits are to be forwarded to the Secretary, John Titmus email trixiedog@doglover.com by 15 August 2018.  This will allow sufficient time for items to be circulated amongst members.

REUNION 2021

The next RNZN Communicators Reunion is likely to be held in New Plymouth over the period 26 – 28 March 2021.  Work has commenced on the feasibility of holding this reunion in New Plymouth and details will be advised shortly.  So watch this space.

Leaving a Bequest

Your Association has recently received a bequest from Graham Cadwallader’s estate.  Graham was a great supporter of the Association and he will be remembered for years to come.

Others may also wish to leave a bequest so the following guidelines are provided:

Firstly…share your plans with your family, so they understand your intentions.

Secondly…speak to your solicitor and discuss your options.

There are several different ways you might choose to leave a gift to the Association. For example, you might want to leave the “rest and residue” or what is left after making provision for your loved ones, a percentage of the total amount of your estate or a percentage of the residue. Please discuss these options with your solicitor.

Here are some examples of the kind of wording you could use:

I give to the RNZN Communicators Assn…

The rest and residue of my estate…. or

_______ percent of my estate…. or

_______ percent of the residue of my estate…. or

The sum of $________. 

Free of all duties and testamentary expenses for its general purposes and I direct that the receipt of that organisation shall be sufficient discharge to my executors for this bequest.

Regret to advise that Noel Lyon Caine (Prof) (of Island Bay, Wellington) unexpectedly in his 92nd year. Passed away on Friday 27 April 2018 at Wellington Regional Hospital. Dearly loved husband of Irene. Much loved father of Joanne and Beth, brother of Mona (dec), father-in-law of Ian and Geoff. Beloved Grandad of Gryffon and Edie. Proud Manx descendant, Navy Veteran, ex-Raoul Islander and Civil Aviation technician. The world is a poorer place without him – a devoted family man always ready to help a friend in need. We miss him – especially his wry sense of humour. In accordance with Noel’s wishes, there will be no funeral service. In lieu of flowers, a donation to the Wellington Free Ambulance in his memory would be appreciated.

Malayan Vets Association

The Lower Hutt branch of the Malayan Veterans Association (MVA) is organising the 7th official Government anniversary of the Malayan Veterans Day 16th September 2018. We are also recognising the 70th Anniversary of the Malayan Emergency which lasted for 12 years and ended in 1960. The national MVA body will be attending Wellington for the AGM as well.

You don’t have to be a current financial member of the MVA – just being a Malayan Veteran is enough to be able to attend the MVA weekend.

Update on the review of the operation of the Veterans’ Support Act

Professor Paterson presented his report on the Review of the operation of the Veterans’ Support Act to the Chief of Defence Force at the end of March.

Professor Paterson was originally to report to the Chief of Defence Force by 15 December 2017, but this date was extended to allow time to do justice to all matters raised during the consultation process.

“I would like to thank everyone who participated in the Review. People have been so generous with their views and time. It has been a great privilege to hear from you, and to meet so many veterans and their families.”

“Without your input, this Review would not have been possible. My findings and recommendations reflect what I’ve heard and where I believe improvements can be made,”

The Chief of Defence will submit Professor Paterson’s report to the Minister for Veterans for tabling in Parliament, at which point it will be publicly available. The Government will consider the report, and respond to its recommendations, including any changes proposed to the Veterans’ Support Act

Briefing to Ron Marks – Minister for Veterans

Click Here to read the complete briefing package provided to Ron Marks MP on him assuming the role as Minister for Veterans in Oct 2017.

On page 8 of the briefing package the following is very interesting and obviously money is behind the statement.  However service personnel who joined prior to 1 April 1974 would now appear be classed as veterans.

See also page 9 which highlights that the ‘Veterans Support Act and the Burial and Cremations Act define OPERATIONAL SERVICE differently, and this has tended to confuse veterans about their eligibility’.  Surely if the Government cannot get the Definition aligned than it is not the veterans who are confused but the Departments who implement the rules under these Acts.

Coverage
The term “veteran” has broad meaning in the general community and in the NZDF. It can mean those who have served in any deployment overseas. Sometimes it is applied to anyone who served in any uniformed capacity in New Zealand’s Armed Forces. Some current service personnel, who are covered by the Veterans’ Support Act, do not associate with the term.

The Veterans’ Support Act uses a narrow definition. It refers to, those with any service before 1 April 1974, or those with “qualifying operational service” on or after that date.

We understand that, as part of public consultation on the review of the operation of the Veterans’ Support Act, there has been a call to review who is covered under this legislation. Any change could have financial implications for the Government and resource implications for Veterans’ Affairs. Unquote
